Workforce Training Fund Overview

The Workforce Training Fund is a state fund enacted into law in July 1998 and financed entirely by Massachusetts employers. Its purpose is to provide resources to Massachusetts businesses and workers to train current and newly hired employees.

The state of Massachusetts is committed to ensuring that the Commonwealth retains a skilled workforce to meet the human resources needs of area businesses. Through the Massachusetts Workforce Training Fund, organizations employing Massachusetts workers can pursue several avenues to acquire state funds for the purposes of subsidizing employee training programs. Approved QCC Training for Express Program

Businesses with 100 or fewer employees in Massachusetts - including all plants and branches - and labor organizations with unlimited membership may apply. All applicants must contribute to the Unemployment Insurance Fund, which funds the Workforce Training Fund.  The employees must be based in Massachusetts, meaning that they must be working at a location in the Commonwealth.

Eligible employers and labor organizations are able to apply at any time based on their training needs. However, applicants cannot receive more than $30,000 over a 24 month period. An application must be submitted and be approved for the training and have an executed contract prior to the start of any training. Contracts may be modified to reflect additionally approved applications but training cannot commence on the additional approvals until the contract has been modified. The Commonwealth's liability is limited to the maximum obligation stated on the executed Standard Contract. Grant recipients are responsible for paying for the total cost of the training and are eligible to receive 50% reimbursement upon completion of the training and the submission of required documents with a maximum of $3,000 per employee per course.
